Diane Griffin Holland - Participant

Diane Griffin Holland is currently in residence at the Washington Bureau of the National Urban League, serving as Special Advisor for Tech and Telecom. Holland recently was Vice President, Law and Policy at USTelecom — The Broadband Association. In that role, she developed and implemented the association’s policy and advocacy work on behalf of broadband companies at the Federal Communications Commission (FCC) and in the courts. While at USTelecom, Holland was appointed to serve as Vice Chair of the FCC’s North American Numbering Council, a Federal Advisory Committee.

Prior to joining USTelecom, Holland enjoyed a distinguished career at the FCC, serving in various leadership roles as policy advisor and legal counselor. As the Deputy Associate General Counsel for Administrative Law, Holland oversaw the legal analysis and review of all matters relating to broadband and wireline competition, including universal service, consumer protection and privacy, and enforcement. She also provided legal counsel to the General Counsel, Chairman and Commissioners, and FCC staff. Prior to that, Holland held numerous positions in the Wireline Competition Bureau, including Associate Bureau Chief and Chief of Staff, Division Chief, and Designated Federal Officer to the North American Numbering Council.

A longtime member of the Federal Communications Bar Association, Holland was elected to her current position on the Executive Committee in 2017.

Holland received her J.D., cum laude, from Howard University School of Law, and Master of Laws (LL.M.) from Georgetown University Law Center.
